The Reedy Creek Improvement District is the immediate governing jurisdiction for the land of the Walt Disney World Resort.
The District runs the following services;

Fire protection and Emergency medical services
Environmental protection
Building Codes
Utilities: waste water treatment and collection, water reclamation, electric generation and distribution, solid waste disposal, potable water, natural gas distribution, and hot and chilled water distribution
Roads
Transportation

There are not many conventional radio systems left at WDW.  Most operations are on a large MotoTRBO Linked Capacity Plus system with all groups encrypted. Disney currently uses XPR7550 and SL7550 UHF radios.
